On September 16, 1940, President Franklin D. Roosevelt signed into law the Selective Training and Service Act. The law required that all men between the ages of 21 and 35, whether native-born or non-naturalized citizens, register with local draft boards. As a Mexican citizen, Macario García was required to fill out DSS-304, and appear at the local draft board in Richmond, Texas. His "Alien’s Personal History and Statement" reveals many details of his life, including his number of years of education, his entrance into the U.S. at age three, and his occupation at the time he was drafted.
